Sutina Tsang Managing Principal

Sutina is the Managing Principal of E3 Advisory and a founding member since our inception in 2014.

As Managing Principal, Sutina sets and implements E3 Advisory’s strategic direction, infusing her leadership, enthusiasm and energy into shaping and driving E3 Advisory into the future.

Sutina is highly regarded as a leading transaction and commercial professional, having provided advice for many of the most significant and impactful NSW transport projects over the last two decades. She brings expertise in strategy development, commercial management, cost advisory, and operation and maintenance management for large-scale, complex projects. Sutina has particular interest in rail, fleet, systems and technology projects.

With more than 25 years of experience, Sutina is well-respected by clients and the industry for her persistence and ability to navigate multi-faceted challenges. She uses her skills to deliver successful outcomes for her clients, whilst building an inclusive culture. Sutina is the chair of E3 Advisory’s Diversity & Inclusion Committee and is committed to fostering a culture where everyone can grow and thrive in their careers with a strong sense of purpose, pride and belonging.

Sutina holds a Bachelor of Engineering in Systems Engineering and a Master of Management in Technology from the Australian National University.

When she’s not advising clients on important infrastructure projects or developing our people, Sutina enjoys spending time skiing with her family.

Conrad FonsecaPrincipal

Conrad Fonseca Principal

Conrad is a commercial and transaction specialist with over 25 years of experience across major infrastructure projects in Australia, New Zealand, Europe, Asia, and the Americas. His transaction and procurement strategy expertise are complimented by his ability to manage stakeholders, project risks and overall project management. He has extensive experience in the development of contract documentation and end-to-end transaction management for contracts on complex metro and other rail projects, including Sydney Metro City & South West, Digital Systems Program and the Parkes Special Activation Precinct. Conrad’s passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.

On the weekend, you’ll find Conrad walking the trails around Sydney harbour or exploring one of the city’s many markets.

Conrad is a multi-disciplinary profession and Principal at E3 Advisory with over 25 years infrastructure experience. His commercial and transaction advice is founded in experiences across the project lifecycle on major infrastructure in Australia, New Zealand, Europe, Asia and the Americas. Conrad has worked on the delivery of projects for contractors, governments, and private sector clients where he has honed his transaction and procurement strategy expertise and his stakeholder and project management capabilities. He has extensive experience in the development of contract documentation and end-to-end transaction management for contracts on complex metro and other rail projects, helping clients position complex infrastructure project for success. 

Conrad is attracted to infrastructure advisory by the satisfaction of helping clients deliver infrastructure that provides significant economic benefit. His passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.

Andrew AllenPrincipal

Andrew Allen Principal

With degrees in civil engineering and law, Andy has over 20 years of experience providing commercial, transaction and cost advisory services on some of NSWs biggest infrastructure projects. Some of the recent highlights include lead roles on Sydney Metro, Melbourne Metro Tunnel, Faster Rail Program, West Gate Tunnel and North East Link. Andy enjoys using his tehnical knowledge to help clients through challenging infrastructure issues – particularly in rail – and then applying these lessons to other projects for continued project betterment.
Andy spends most weekends chasing his four children, and also enjoys exploring the outdoors through sailing, bushwalking and cross-country skiing.

With degrees in civil engineer and law, Andy provides advice on complex infrastructure challenges, to find the most efficient and effective ways to deliver service outcomes. His 23 years of experience, spanning 12 years of on-site delivery and over 10 years of advisory services, provides Andy with deep experience and knowledge to deliver effective solutions that can be implemented on infrastructure projects. Andy is recognised for thinking independently and offering new innovative ideas.
Andy has delivered commercial, transaction and cost advisory services on a number of NSW biggest infrastructure projects including Melbourne Metro Tunnel, Faster Rail Program, West Gate Tunnel and North East Link. Some of his particular achievements, include:
Development of the commercial principles for the first Incentivised Target Contract on Sydney Metro, which has now been implemented on numerous infrastructure projects in Australia;

Development of the accelerated transaction approach for the Northern Beaches Hospital Roadworks Project, with a strong focus on highly interactive ECI tendering;
Lead roles on the reviews of Melbourne Metro Tunnel Project independent reviews; and

Engagement lead and transaction director for Sydney Metro City & Southwest overseeing transactions for Linewide ITC, Integrated Station Developments at Victoria Cross, Pitt Street and Waterloo, construct only stations at Barangaroo and Crows Nest, and systems frameworks.

Andy is a recognised leader, with a strong backgound working in highly intregrated multi-disciplinary teams, who has overseen pre-feasibility and strategic estimates for almost all major transport infrastructure in NSW. He leads E3 Advisory’s cost advisory services and really enjoys helping clients through providing his technical knowledge to find the best solution to their infrastructure challenges and improve the nations producity.

Michael MoorePrincipal

Michael Moore Principal

Michael is a transport infrastructure specialist and Principal at E3 Advisory, with more than 30 years’ experience in the sector. He provides strategic, commercial and independent review services across a range of public and private transport infrastructure projects. With first-hand experience of the complexity and risks of major infrastructure development and delivery, he assists clients navigate the challenges to achieving improved project outcomes.
Michael has played a key role, both client-side and contractor-side, in creating some of NSW’s most complex road, bridge, and tunnel infrastructure. This includes the construction of Sydney’s cross-harbour and cross-city tunnels and procuring major upgrades to the Pacific Highway and Princes Highway in regional NSW.

Michael is a civil engineer and Principal at E3 Advisory. He is a transport infrastructure specialist with more than 30 years’ experience in the sector, including 23 years in project delivery. Michael provides strategic, commercial and independent review services for a wide range of public and private transport infrastructure projects. His advisory expertise encompasses delivery strategy, transactions, commercial management, schedule risk analysis, due diligence and constructability. With first-hand experience of the complexity and risks of major infrastructure development and delivery, he assists clients navigate the challenges to achieving improved project outcomes.

Michael has played a key role, both client-side and contractor-side, in creating some of NSW’s most complex road, bridge, and tunnel infrastructure. This includes the construction of Sydney’s cross-harbour and cross-city tunnel projects in difficult brownfield sites, with extreme environmental and community sensitivity and congested CBD traffic. Michael has also led critical procurement and commercial advice for major upgrades to the Pacific Highway and Princes Highway in regional NSW and arterial road upgrades across Greater Sydney.

Derek Burrows Principal

Derek is a Principal at E3 Advisory. He specialises in delivery strategy, procurement, and facilitation services for major public infrastructure projects. He excels at complex problem-solving, assisting clients to navigate challenging, multifaceted issues by creating critical connections between technical, legal, and commercial teams. Derek is passionate about building a better country through infrastructure. Over his 20-year career, he has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

He has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. He excels at complex problem-solving, assisting public sector clients to navigate complex issues by creating critical connections between technical, legal, and commercial teams. Derek is known for his innovative approach, supporting his clients with bespoke collaborative contracting methodologies that minimise risk and optimise value for money. 

Over the past decade, Derek has also developed substantial expertise in organisational change management and restructuring. He has assisted multiple public organisations to develop and implement best practice reporting and governance frameworks and agile working environments. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

John WillmottPrincipal

John Willmott Principal

John is a commercial and project advisor and Principal at E3 Advisory with 40 years’ experience in the construction sector. He provides expert advice to support the successful delivery of large, complex infrastructure projects, ensuring value for money for both clients and end users. Over the last decade, John has been involved in the construction of a range of new road and rail infrastructure in Queensland, including the Brisbane Metro and Legacy Way Toll Road. He enjoys working collaboratively to devise innovative solutions to complex problems. John is a keen cyclist who enjoys riding in the peloton (that’s the main pack!).

With 30 years’ experience as a top tier contractor and 10 years as an infrastructure advisor, he provides astute, well-considered commercial advice to support the successful delivery of large, complex infrastructure projects. John enjoys working collaboratively to devise innovative solutions to complex problems and enhance the capability of the team. His primary objective is always to deliver effective infrastructure and ensure value for money for both clients and end users. 

John offers substantial expertise in the management and delivery of major road and tunnel projects. Over the last decade, he has made a significant contribution to the delivery of new road and rail infrastructure in Queensland, including the Brisbane Metro and Legacy Way Toll Road.

James is a Principal at E3 Advisory with over 25 years’ experience in the infrastructure sector. He specialises in commercial advisory and project delivery services, providing strong, effective leadership and sound commercial advice to drive successful outcomes for complex, high-value infrastructure projects. Over the past decade, James has worked extensively with the NSW Government on numerous road and rail transport projects. He led the project management team responsible for delivering the $250 million Barangaroo Reserve Project, a multi-faceted, high-risk project that won the 2016 IPA National Infrastructure Award for Project of the Year.

James is a commercial and project delivery specialist and Principal at E3 Advisory. He has more than 25 years’ experience in the infrastructure sector, including a wide range of transport, social infrastructure, utilities, waste management, and contaminated land projects. James is passionate about driving successful outcomes for complex, high-value infrastructure projects by providing sound commercial advice and strong, effective leadership and management. Over the past decade, he has worked extensively with the NSW Government to procure, manage, deliver, and review numerous road and rail transport projects. James regards his role on the $250 million Barangaroo Reserve Project as a highlight of his career. He led the project management team responsible for delivering this multi-faceted, high-risk project which won the 2016 IPA National Infrastructure Award for Project of the Year.

Over the past two decades, Paul has worked extensively with government transport agencies, being directly involved in the procurement of numerous major projects and programs. He loves being part of what makes a project happen and engaging with others who share his passion. Paul is a self-confessed rev head! However, when he needs a bit of quiet time out, the ocean is his ‘zen’ place.

He recently led the transaction for the Circular Quay Renewal project, the redevelopment of one of Australia’s most significant historical and cultural precincts. He played a key role in the development of an innovative ‘Structured Market Engagement’ procurement process designed to attract early industry involvement on this project. Paul loves being part of what makes a project happen and engaging with others who share his passion. He enjoys being able to make a meaningful contribution to the success of a wide variety of infrastructure projects.

Garry has 35+ years of experience in infrastructure projects in Australia and Hong Kong. He's a practioneer in alliance-style delivery models and contributed to drafting the current alliance contracting guidelines.

He’s a practioneer in alliance-style delivery models and contributed to drafting the current alliance contracting guidelines. Key projects in the last 10+years include the last major dam in Queensland, the Western Corridor Recycled Water program, WestConnex road tunnel projects in Sydney, and the Cross River Rail surface rail alliance. Currently, he’s working with Council on their new Kangaroo Point Green Bridge in Brisbane and involved in Queensland’s dam improvement projects.
